Electronics packs are usually two problems in one carton: an outer that has to present the product, and inner structure that has to hold it still. Board choice differs between the two — the outer is chosen for surface and print, the inner for stiffness and cut accuracy.
Where the pack is a retail unit, board is also chosen for how it survives shelf handling.
